WUSC maintains an annual budget of approximately $40 million and operates in 25 nations throughout Africa, Asia, the Middle East, and Latin America. We are currently working on 16 development projects in collaboration with donors such as the World Bank, the Asian Development Bank, the Mastercard Foundation, the African Development Bank, and Global Affairs Canada. Our Ottawa office is home to over 90 employees, and we have over 200 individuals working on these projects.

Description

  • Position: Monitoring, Evaluation, Research and Learning (MERL) Officer
  • Position location: Accra, Ghana.
  • Reports to: MERL Manager Contract duration: 2 years

BACKGROUND

  • The Accelerating Change Through InnoVation in Agricultural TVET (ACTIVATE) project is a five-year collaborative initiative that will assist Ghana in the establishment of a more robust, gender-responsive, socially inclusive, and market-driven Agriculture Technical, Vocational, and Entrepreneurial Team (ATVET).
  • Education and Training (ATVET) System that fosters resilience, well-being, and long-term employment opportunities for young men and women. ACTIVATE will facilitate the growth of agripreneurship by integrating education with high-quality, market-relevant skills training in specific agricultural value chains.
  • The project will promote collaboration and linkages among key stakeholders, including public and private actors, academia, and agriculture value chain actors, to create decent work for young people. It will also eliminate gender-specific barriers, elevate the voices and aspirations of youth, and incorporate a strong inclusivity lens regarding gender and disability.
  • Key challenges in agriculture and adjacent sectors, including the insufficient management capacity of ATVET sector facilitation bodies, the non-alignment of new TVET policies and reforms across sector ministries, the low quality of ATVET instruction, curriculum, and equipment, a lack of ATVET engagement with industry, and poor business skills, will be addressed by ACTIVATE.
  • Additionally, our Canadian network partners with WUSC to increase awareness and encourage Canadians to address global development issues.

NATURE & SCOPE

The Monitoring, Evaluation, Research, and Learning (MERL) officer will supervise Ghana’s monitoring and evaluation initiatives. The MERL Manager is responsible for the regular revision of the MERL Plan and the adherence to RBM principles and organizational criteria.

  • The project’s MERL plan must be adhered to in the completion of all MEAL-related tasks, including staff training, monitoring and data collection coordination, and planning.
  • Facilitate the active engagement of partners in all stages of the MERL plan’s development and implementation, including the design of the plan and its tools, data collection exercises, data analysis, and dissemination and application of findings, by contributing to their capacity building as required and appropriate.
  • Assisting the WUSC and MasterCard Foundation teams, as well as implementing partners in Ghana, in the planning and execution of MERL-related activities;
  • Deploy and contribute to the regular updating of all MERL tools related to key indicators to influence program activities and report to the donor, while simultaneously promoting ongoing evidence-based learning and adaptive management.
  • Assist the project and partner personnel in the planning, development, and implementation of the MERL plan with exceptional technical support.
  • Providing consistent communication and coordination to facilitate the collection and exchange of MERL-related information with project staff, key stakeholders in Ghana, and the WUSC and Mastercard Foundation worldwide teams.

MERL tool development, deployment, and quality assurance

  • Assist in the development and occasional evaluation of monitoring technologies for routine activity tracking and program data collection.
  • Identify the training requirements of the staff, with a particular emphasis on anchor partner personnel who are involved in the project, and suggest methods to enhance their capacity in terms of MERL.
  • Guarantee that the project’s MERL Plan and SOPs are adhered to by partners and that they capture data that is reliable, accurate, and comprehensive by the project’s environment.
  • Assist staff and partners in the proper utilization of the MERL data-collection tools and templates.

Data Collection and Data Management

  • Collaborate with technical personnel and partners to guarantee that all MERL data is captured and submitted through the MERL data management system.
  • Perform data quality assessments on the data that has been submitted to the MERL database management system and identify any monitoring requirements that necessitate further action.
  • Guarantee the secure filing, preservation, and updating of MERL-related files that are both complete and accurate.
  • Encourage the accumulation of qualitative data to facilitate the documentation and dissemination of case studies, change stories, and lessons learned.
  • Utilize the MERL database management system to document and execute data verification, entry, and duplicate check processes.

Communication, knowledge management, and reporting responsibilities

  • Ensure that MERL data is communicated to project colleagues on a regular basis to facilitate the integration of the data into reporting cycles, particularly annual narrative reports, in a timely and efficient manner, in accordance with the standards of the organization and the donors.
  • Ensure that the project’s MERL processes are reported to the project personnel from all partner organizations on a regular basis.
  • Lead the development of donor reports that are both evidence-based and of high quality, as well as maintain and update the database regularly.
  • Respond to inquiries from WUSC and Mastercard Foundation employees, project partners, and WUSC and Mastercard Foundation Senior Management; and
  • Collaborate with other project personnel and collaborators to convert project data into knowledge products through a variety of communication channels that are pertinent to project stakeholders, such as blogs, guidance notes, newsletters, and social media.
  • Fulfill any additional obligations assigned by the MERL Manager.

Required Skill or Experience

  • A bachelor’s or master’s degree in social sciences, statistics, or a closely related field.
  • A minimum of five years of experience in the development and execution of monitoring and evaluation systems and plans.
  • Experience in the development and administration of databases that are constructed on the Airtable platform is indispensable.
  • Experience in collaborating with international development partners, non-governmental organizations, and donors.
  • An asset will be the ability to record and interpret project evidence into meaningful knowledge products, utilizing a variety of communication channels to support the project’s communication objectives.
  • It is imperative to possess knowledge of RBM principles and concepts.
  • Prior experience with the collection and analysis of both quantitative and qualitative data is the preferred qualification.
  • Experience in collaborating with ethnically diverse communities and on initiatives that implement gender mainstreaming strategies;
  • It is advantageous to possess prior experience with data analysis software.
  • Demonstrated exceptional English communication abilities in both written and spoken forms.
