A multi-year initiative is being implemented by the Cooperative Development Foundation of Canada (CDF) with a grant from Global Affairs Canada (GAC). The initiative, “4R Nutrient Stewardship Program (4R –NSP),” is being executed in collaboration with SEND Ghana. The project’s objective is to enhance the socio-economic resilience and well-being of smallholder farmers, with a particular emphasis on women, by enhancing agricultural productivity and sustainability.

A Canadian-based international development organization, the Cooperative Development Foundation of Canada is dedicated to the development of cooperatives as a means of fostering prosperity in communities worldwide. We collaborate with local partners in Africa, Asia, and Latin America to establish and expand community-owned cooperatives, thereby enabling individuals to lead more self-sufficient and prosperous lives.

Position Summary:

The Country Manager supervises the Finance and Administrative Officer. He/she will oversee all financial and administrative support functions of the country office by GAC and CDF policies and procedures. This includes the monitoring and reporting of monthly expenses, procurement, and logistical support to staff. Additionally, it is anticipated that he/she will collaborate closely with CDF HQ finance to guarantee that reporting is accurate and that CDF and GAC policies and procedures are strictly adhered to, as well as to monitor and provide ongoing support to partner organizations.

Essential Job Functions

  • Comply with the procedures, reporting timeline, and controls that are mandated by the CDF/GAC, which include the procurement, asset management, and finance procedures.
  • Manage and oversee the daily accounting and finance operations, which encompass the expeditious recording of transactions, cash management, banking, payroll, inventory, receivables, and payables.
  • Administer and implement CDF Canada systems for internal control, compliance, accounting data processing, and financial reporting in compliance with GAC and CDF Canada regulations.
  • Monitor the utilization of partner grants and offer assistance to partner finance officers to improve compliance.
  • Facilitate the complete adherence of partner finance officers to the finance/accounting procedures and reporting requirements of CDF Canada and GAC.
  • Guarantee that all monthly and annual reports are comprehensively finalized and accompanied by all pertinent documentation by the policies of CDF Canada and GAC.
  • Guarantee that the operational cash advance is maintained at the lowest feasible level to facilitate the smooth delivery of the program.
  • Perform the weekly and monthly cash counts and reconciliations.
  • Responsible for the accurate filing of all receipts and documentation following the procedures of CDF Canada and GAC.
  • Conduct oneself in a professional and personal manner that is commendable to CDF Canada and does not endanger its operations in Ghana.
  • Ensure that all outstanding travel advances are repaid by following up.
  • Please promptly report any issues with financial administration and compliance.
  • Complete any additional responsibilities that are assigned.

Required Skills or Experience

  • A bachelor’s degree in accounting from a university that is recognized is necessary. An advantage will be associated with professional qualifications in finance and accountancy.
  • A minimum of five years of progressive and proven experience in finance management, accounting, and auditing is necessary.
  • A desire for knowledge and experience in fund accounting, reporting, and GAC procedures is desirable.
  • Capacity to perform under pressure and multitask
